The Government has published a Localism Bill which proposes a significant decentralisation of power and decision making. Youth Homelessness |
Youth homelessness charity Depaul UK has published Homelessness prevention: Can we afford not to? Reconnecting families to prevent youth homelessness. The report found that local authorities could save in the region of £1.2m each if they invest in prevention schemes, such as family mediation within schools and the community, and parenting classes, to tackle youth homelessness. It said that on average, £9,000 could be saved for every young person that was prevented from falling into homelessness, although the cost varied between areas. |

The Campaign to End Child Poverty has published the first installment of a two part report providing a child poverty map of the UK. The publication provides local authority and constituency information for England, which reveals that seven of the top ten parliamentary constituencies for child poverty are in London. |

| Children's Happiness |
The Children's Society has published How Happy are our Children. The report finds that children's wellbeing has taken a significant blow as a direct result of the financial crisis. It questioned 4,000 children and young people between October 2010 and February 2011, and finds that young people whose family income has decreased in the past year are more than twice as likely to have low wellbeing than those whose family income has increased. The biggest influences on respondents' wellbeing were named as friends and family. The proportion of young people with low wellbeing was found to be higher in households where no adults were in full-time work at 16 per cent compared with 10 per cent of other children. |

Young Carers Report

The Family Rights Group has published Big Bruv, Little Sis. The report says that young people who care for younger siblings face a battle to get support from councils and other agencies. The report spoke to young people who are raising their younger brothers or sisters to prevent them going in to the care system, through a series of interviews and questionnaires. It revealed that many carers said they struggle to get the support they need and some sibling carers felt that their youth meant their voice was even less likely to be heard. |

| Budget March 2011 - What Does it Mean for Young People and the Voluntary and Community Youth Sector? |
29 March 2011 HM Treasury has published the budget for 2011. NCVYS has produced a briefing paper highlighting key points for young people and the voluntary and community youth sector. In particular the budget announced £180 million funding for up to 50,000 additional apprenticeship places over the next four years, with 40,000 of these opportunities focused on young people not in employment, education or training (NEETs). There is also further funding for an additional 80,000 work experience places for young people, costing £20 million a year for the next two years. The Budget also announced a number of 3 measures of relevance to the voluntary sector, including proposals to: simplify Gift Aid; encourage wealthy people to give more to charity - in particular through legacies; promote the take-up of Community Interest Tax Relief; and extend the allowance for passenger payments to include volunteers. |
