Looked after children |
The Department for Education (DfE) has announced that from 1st April 2011 the revised regulatory framework for working with looked after children will be in place. The central core of this framework, The Care Planning Placement and Case Review Regulations (England) 2010, is now available from the DfE website and the remaining elements will be published in the coming months. |

The Justice Secretary Kenneth Clarke has published a sentencing green paper which includes proposals on youth justice and plans to reduce the numbers of children remanded in custody. The green paper Breaking the Cycle: Effective Punishment, Rehabilitation and Sentencing of Offenders features a series of proposals for youth justice. |

Review of poverty and life chances |
Frank Field MP has published his independent review into UK poverty. The Foundation Years: Preventing Poor Children From Becoming Poor Adults calls for greater investment in early years education. It says that funding should be shifted towards the first five years of children's lives and weighted to help the most disadvantaged. |

The Government Equalities Office has published its Equality Strategy. The Strategy sets out the Government's vision for a strong, modern and fair Britain. It is built on two principles of equality - equal treatment and equal opportunity. |

The Department of Health has published a White Paper on public health. Healthy Lives, Healthy People aims to tackle today's causes of premature death and illness and reduce health inequalities, with a public health service to make it happen. |

London Youth has published Talking Bout My Generation. The report finds that young people feel isolated from older generations and would like more support from experienced adults. |

The Princess Royal Trust for Carers and the Mental Health Foundation have published MyCare: The challenges facing young carers of parents with a severe mental illness. The report estimates that 50,000 - 200,000 young people in the UK are caring for a parent with severe mental health problems. |

| Exclusion |
Barnardo's has published Not Present and Not Correct: Understanding and Preventing School Exclusions. The report finds that excluding disruptive pupils can cost three times as much as supporting them in mainstream schools. It argues that exclusions are over-used and local authorities and schools are failing to address links between unruly behaviour and wider family problems. |

Research consultancy nfpSynergy has published Young People in Governance. The report considers organisational experiences of overcoming the barriers to involving young people in governance. A key recommendation of the report is that there is no ‘one-size fits all' model when it comes to engaging young people in governance - each organisation must consider which mechanisms will work best for their needs. |

Dr John Dunford, the former general secretary of the Association of School and College Leaders, has published an independent review of the Office of the Children's Commissioner in England. The report makes 46 recommendations to strengthen the remit, powers and independence of the role |

| Commercialisation |
The Department for Education has asked to carry out an independent review into the commercialisation and sexualisation of childhood, and report back with recommendations in May 2011.The review will look at the following themes: • risks of harm and barriers to parenting
• principles – what is/isn't acceptable in this area • consumer voice
• corporate social responsibility. |

Youth Access has published two reports.
The first report - A proven early intervention model – the evidence for Youth Information Advice Counselling and Support services (YIACS) - demonstrates not only that YIACS are popular with and well-accessed by young people but also sets out clearly the reasons why this is so and the evidence behind it.
The second report - Easing the Strain: How young people’s information, advice, counselling and support services (YIACS) ease the strain on young people and on commissioners of services - is a summary of the evidence report setting out concisely why and how YIACS offer a proven solution to the complex problems of young people while at the same time offering commissioners a cost effective method of service delivery. |

| The Princess Royal Trust for Carers |
The Princess Royal Trust for Carers has published a report which finds that around one in five young carers finds the Christmas period harder than the rest of the year because of a reduction in support services. While Christmas is supposed to be one of the happiest and magical times for children, nearly a third (32%) of young carers surveyed will be responsible for cooking Christmas dinner. The trust is running a Christmas appeal to help young carers and is encouraging young people to visit its website to get help and support over the Christmas period. |
