The Contribution of non-formal learning to Young People's Life Chances. - The paper reviews the contribution of non-formal learning, and the distinctive contribution of youth work to young peoples personal & social emotional development and to their future life chances. In a rare outbreak of plain speaking, the Audit Commission (speaking about the assessment of Government grants to sport and leisure projects for young people) labelled the whole system a "dog's breakfast" (CYP Now, 29th Jan - 4th Feb. 09).

It found the system that funds such activities to be "wasteful, inefficient and bureaucratic"
